# verification

**VE-01** increases verification strength with decision impact and exposes the verification state. **VE-02** says an unavailable verifier is never a pass.

Define risk tiers before deployment. Exploratory analysis and material decisions may follow different paths, but the policy, checks and final state should be observable in retained evidence.
