## Minimum gate

* [ ] Name executive, data, security and operating owners.
* [ ] Define permitted decisions, prohibited uses and escalation paths.
* [ ] Authenticate identities and authorize before retrieval and execution.
* [ ] Assign owners and versions to material definitions.
* [ ] Parse and constrain queries; enforce source-native least privilege and budgets.
* [ ] Test answer, clarification and refusal cases.
* [ ] Set a harmful-answer threshold and preserve reconstructable evidence.
* [ ] Test drift triggers, incident handling, revocation and the kill switch.
